I would call that a cup holder coin. People throw their loose change in a cup holder spill some coffee coke etc & let it sit there a few months. looks like a dime or a cent was sitting on top but that's just a guess on how the environment damaged it

First welcome to CCF. Second, I agree that this quarter has surface damage from some sort of chemical/environmental exposure. Could have spent some time in the bottom of a fountain.

There is something on the quarter. Whatever it is wasn't on there when the coin was minted.
It is now considered a damaged quarter worth 25 cents.
