Coin Returned Without Holdering Or Grading

I just received back a 1847 large cent the note was PVC I called and they told me that CAC will not grade any coin with a waxy film ? so they still charged me 20.00 and returned the coin I looked at the coin is did have a sticky film on it ? but don't they clean the coins anyway still to send back and charge for the service was something I was not okay with any one else have issues with sending coins into grading service?

i do not fool with pcgs , ngc or cac---to expensive---use anacs---cheaper---

Did I read where you actually cleaned the coin with detergent and a toothbrush after the coin was returned to you?
