I've found similar coins when metal-detecting: maybe a dime or other smaller coin was lost at the same time as the quarter (pocket spill or lost purse) and the two coins were buried together for a while: the smaller coin would have protected the larger one from corrosion to some extent, but may also have reacted with it in some way.

Whatever the cause, it didn't happen when the
dime was struck soit is considered damage.
