That looks like some kind of resonus compound that should come off with a good long soak in some pure acetone

It's not an error. It's some kind of gunk, maybe dried glue. It should come off with an acetone soak.

Agree--looks to be 'dried' crud. For fun, give the coin a long soak in 100% acetone.

Save the Acetone, pick it off with your fingernail then spend it.

Generally, when a coin is "struck through" something, it leaves an incuse mark, not a raised area.

At one stage, a second cent was glued onto the obverse. You can see the large O and backwards-N from ONE imprinted in the glue.
