GSA coins generally get a bit of grace from the TPGs. The obverse is on the MS-61/MS-62 bubble, reverse MS-63, net MS-62. There are MS-61 and MS-62 PL and DMPL 1880-CC's. It's hard to evaluate PL/DMPL designations of the hard pack GSA coins from photographs because of reflectivity of the holder. That's better judged in hand. I don't see anything from the photos that would exclude a PL designation.

The reason I said it's from a reflection of the holder is that there is some green color on the face of the Liberty. And some green color on the eagle's left wing. Yes, I did say MS64. I have a Morgan in a similar condition that is in MS64 holders, but now that I've paid closer attention to your first images, I'll downgrade it a bit to MS63.
