Is The Red Book Wrong About 2024 Half Dollars?

I have been searching some half dollar boxes and I'm finding lots of 2024 P BU Kennedys and a few 2024 D. The 2026 and 2027 Red Book list those as NIFCs, even though the combined mintage for 2024 P&D is over 37 million. That's 10 X the mintage of most NIFCs. I can't imagine they sold that many to collectors. I thought it might be a mis-print in the 2026 Red Book, but it's there again in the 2027 Red Book. Am I missing something?

Maybe I should roll them up. Littleton is selling them for about $50 a roll. I'd love to sell them a bunch at $25!

From my roll searching, I'm fairly certain 2017 (possibly just D), 2018, and 2020 were also released for circulation.
