THE FIRST "A" IN "CANADA" LOOKS LIKE IT MAY HAVE BEEN REPUNCHED, AS WELL AS THE "C".

I'm thinking more of a die chip.
The only varieties on an 1898 10 cent are on the face.

There are OBV5 and 6 varieties, yours is OBV6
"Dipping" is not considered cleaning...

The die chip on the A might have started out as a Die crack and then just chipped out. All that I see on the "C" is possibly another small die chip.

A die break. Its actually the second die break this obverse (O98T6-3) developed. Attached is an image of the propagation of die breaks for this obverse. On your coin you can just make out the die break adjacent to the right of 'I' in DEI.
