The yellow substance is literally fused to the metal. I've tried to scratch it off. Break it off. Crack it off it's like a strike through. The yellow substance will never come of the coin unless you melt the metal.

Whatever the substance is, it wasn't there when the coin was minted
so it is PMD. It may come off with a acetone soaking.

Again, follow the polarity ladder. You will be surprised what will come off even though it looks like it will not.
