The only 1971 RPM's listed are for a 1971D.
Yours may have circulation flattening and possible die chip.

Well it's definitely a hit as it got the 7 too. As far as a die chip hard to say for sure. Did the 70's have a damages mintmark punch?

I can see why you did a double take on this one, the anomaly to the north has a similar shape and size to the upper mm and serif. The fact that it does not match any of the known RPM's for this year/mint and all the damage, I too would have to say it's not an RPM. Best guess, misplace metal from several years ago (not the recent damage) or a die chip. Keep up the search!

Yes, but not for this particular mint mark style. There was an overused mm punch, MMS-004/009.
