Planchet Error On My 1826 Centesimo?

I found this in a part of my grandfather's collection that seemed to include a lot of questionable planchets for one reason or another. A closer look at this one seemed to point to the wrong planchet for this 1826 one centesimo coin from the kingdom of Piedmont-Sardinia. It has a diameter of 15mm (not the called for 19mm per Numista) and a mass of 1.23 g (not 2g per Numista). The legends are cropped short and the image of the shield on the obverse seems to be slightly off center. Also, the rim has what I think is called a fin, which I tried to capture in the images above. Notice the beveled edge (?) in the vertical shot. I understand that these coins were sometimes cut for the extra copper. Or might have been counterfeited. Or perhaps a hundred years of wear... But to me those explanations don't seem likely. Of course the treasure hunter in me would think of it that way.

More importantly, what do you all think?

To me it looks like the rims have been filed down.
Whatever the cause, I'm sure it didn't happen at the mint so it would PMD of some sort.

I'm not aware of edge shaving for copper coins, but rather just coins made from silver or gold. That doesn't mean it didn't happen though. There might be several reasons for wanting to reduce the diameter of a coin though and harvesting metal is only one of them. With that said, I feel pretty confident that this is what happened here rather than a mint error. Based on the wear, this coin saw considerable circulation and a smaller, lighter example missing its rim would have been pretty obvious to the owner.
