There isn't a specific denomination-mark on the coins; I can only assume there is some sort of official proclamation when the counterstamping happened, that the fifth-dollars would have a face value of 18 stuivers.
All of the counterstamped coins listed in the 1800s Krause under "St Martin" are denominated in stuivers, though none actually name or enumerate the denomination on the coins themselves. That they are for the French half is also intimated by the fleur-de-lys counterstamp used on some of the lower denominations.
