How would you grade this one? Held under the light, there are even some pink and blue tones that come out! The scratches on the reverse that go from the eagle's neck to its wing are actually on the holder.

proofs are tough to photograph especially in a holder. i'll also go with PR65 but PCGS loves any kind of toning even blotchy. so a 66 would not surprise me at all
