The key here is that (and this has tripped me up on occasion!) the Iranian numeral 4, also used in Afghanistan, is totally different from the Arabic numeral 4. It looks like the 3 but with a sort of hook, and in case of wear or a poor strike (both exceedingly common, especially on Afghan coins) can be mistaken for a 3, giving an impossible date.
