i just ordered the 1986 statue of liberty uncirculated 3 coin set. I dont see to many of these on ebay, and was wondering if its a low mintage set.

From the Red Book:

Half Dollar - 928,008
Dollar - 723,635
Gold Five Dollar - 95,248

Mintage for them as a set is not given, but the max would be 95,248. I would suspect much fewer were issued in a three-piece set.

is it unusual for the mint to produce so many more proofs than uncirculated?

Maybe unusual, but not unheard of. I see this in the commemorative mintages, maybe because the proofs sell better and there is no need to mint a high number of business strikes for a coin that does not circulate.
