This looks like a clip but has a smooth flowing bend to the rim on both obv/rev. Trying to get better photos.

I believe your right.Look opposite side of coin above the torch ,It's slightly flattened out called the Blakeley affect.I feel certain this happened at the Mint and is not " PMD"

Definitely keep it,A few more opinions on my thoughts to confirm a clip would be nice.I'm not sure about the added value on it.
