Was that extra "nor was he" for fun or does it mean something?

Doesn't mean anything. The question was "is he a president", and had the quoter been Thomas Jefferson, I could answer no, because technically Obama is president, Jefferson was president. I just wanted to clarify that the quoter isn't, nor has he ever been president.

..And then I realize that the quoter would mean 'the one who quotes', so..you, but I guess the answers clear up any confusion that may have resulted..lol
