Hepthalite, AR Drachm probably Bukhara. ca early-mid 600's issued on Sassanian Standard. Definitely not Tabaristan.
Need the obv to be sure, but going off this reverse looks to be one of the anonymous issues from the Islamic period pre-reform.
So... still would be Mithra/Zeus with fire altar after the Sassanian prototypes.

You are right about the Location,issuer,and style.
This coin is from the 8th century, and the God is not Mithra.

It is another part of the triad.

Caliph al-Madhi, 770-785 now I can see the obv. and read the legend.
So guessing Ahura Mazda if it isn't Mithra. Mithra would have sun rays coming out of his crown.
