It's New Orleans mint, so expect a weak strike, and I believe his pics show Cartwheel luster just a little dull, but I dont think its the coin

I suspect that some of the issues you've been picking up may be to do with the case it is in which doesn't look all that pristine to me. Course my eyes are so bad I couldn't tell anything without the photos.
