The bays are part of the fields on reverse die. So any contact while the die being polished/abraided would show as well as contact marks with other tools/dies/holder could cause marks on the bay areas. I don't see a pattern in the area. So it could be fading die scratches or contact marks to the die. It has to be one of 16 years reverses.

It is a RDV-007 which was used 17 years. Is there a way to eliminate 11 years?
