It MIGHT refer to a Dale Friend who has a registry set of Bust Halves with toning.
Google: PCGS+Friend
Searching Google often provides a lead.

That one looks almost as bad as the one posted a while ago that toned around a fingerprint on the coin.

I can appreciate a toned coin...but this one would not be it. However it might get a steal of a price.
