Well now he's on my do not buy list. I buy about 20 morgans a week on ebay. I'm trying to do a ms64 set with all mint marks.

I suspect that word has already travelled in your locale that you have or are actively seeking valuable coins. Or, the shipper of the Proof Morgan sent it by a less secure service than Registered, which is what I would have arranged for with the seller, or no deal. An insured 1st class parcel with a high priced PVI (Postage Value Indicator) is an open invitation for a dishonest Postal employee to target. It happens quite frequently, especially with regard to casual temps. that work for the Postal Service. Also, if the seller of the Proof Morgan insured your coin properly, then they have no reason to accuse you of a scam.

Stick with PCGS, NGC, ANACS, or ICG.

When I ship coins of substantial value, not only are they signing for it, but I also know when it arrives with tracking/insurance.
My packages are taped very well to prevent possible postal employee theft.

Unless they steal the whole package. Something extremely unlikely to happen with Registered mail but an occasional occurrence with other forms of shipping.
