The nature of the luster on the obverse seems to look like what you get from polishing. I think it's just lighting, but the opinion is understandable.

The BU label used to indicate MS-63ish. I agree with the assessment. For the record, clashed Mercurys are not scarce.

Thanks everyone! I appreciate the wide range of input. SsuperDdave pointed out that die clashes like this aren't a rarity. Assuming it to be in BU condition, what's it's value?

1943 is relatively a common date coin, value wise around $5 - $12 from AU - MS 63.
