I have seen a lot of Jefferson unc are weak strikes. I have a BU 1950D that has the weak steps & strike also about like that.
No way that's MS 67. NMC over grades it seems

If you want to learn about grading, I would suggest focusing mainly on NGC and PCGS coins.

If you want to build a quality collection stay away from NNC slabs. This Johnson person is an excellent grader but chooses to ignore his skills and knowledge by spewing out his outrageous so called graded coins.
