I have Alex's coin and it's just as he described. It's a major frosting mishap most likely related to the computer-guided laser frosting now used in the US Mint. As Condor101 speculated, it's probably that the lines were frosted first and then the next step, which should have filled in the rest of the design, was skipped. I will be writing it up for Coin World.

It's also possible that the main portion of the design is frosted first and was accidentally skipped before frosting was applied to the various bands on the design. Hard to prove one way or the other. I could ask the Mint, but my last few inquiries went unanswered.

So there maybe as many as 3,000 of these scattered across the country. (if this only happened on one die reverse)
