As others have suggested, this is most likely a transparent layer of glue that another cent was formerly attached to. Glue will often discolor the underlying metal. A gold color is not unprecedented.

With regards to me calling is fused was because I did not know what it would be called otherwise. My father is the collector not me. I did go through a lot of the rolls of pennies in the 70's and 80's with him.

I check with the Colonel, he said it was from a $20 box he purchased at the bank. This is a mixed box of used pennies.

Regarding the soaking in Acetone. He said he will have someone pick up some tomorrow.
