the luster on coin one really appeals to me. It may just be a bad picture, but number 2 looks like it's been cleaned (to my super-novice eye).

As others have mentioned coin one has a much crisper strike and really looks nice, I don't think it is much of a contest.

#1 is a far superior coin. #2 makes MS64 only on technical 'wear' grade, the strike is terrible even for a NO coin.

I won coin 1 in the auction

It was a little pricey compared to what it was supposed to be worth via the PCGS guide but I think it is an excellent example

Question if this is allowed: PCGS has this one at $99 I paid more based on the strike what do you think? Value?

Coin 1 is definitely nicer and, in my opinion, graded a bit conservatively (looks like it deserves a '+' at least, to me). Given the price jumps pretty quickly after 64, I think a little over is fine for such a nice example. It partially depends on how much over whether it was "worth it" or not, however. Also, if you get it in hand and it still looks like a 64+, or especially a 65, it gives you a lot more wiggle room.
