If you are referring to the raised area in the lower serif area, that is from a damaged punch. You will find this on many dies, even normal ones. I when through a OBW roll once and all 50 had the same type of mark I sorted them out, then realized they were from different dies all showing the same damaged punch mark. So it happens often on the search for RPMs.

What I find interestin is finding these on all the 1955-S I've found in those old wheatbacks. Theses are all in MSU condition.
