In my opinion, VG is not a lowball. A lowball as I have seen it defined is a P-01 to FR-02, maybe AG-03. The date is either legible or identifying marks can verify the date. (Like a 1916 Standing Liberty quarter). If you look at the price guides that actually list poor of fair, the lowballs are only a couple of dollars higher than good. I can buy a 1991 Eagle in BU/MS-65(ish) condition for $24 right now. If I were inclined toward the Eagles, I might consider $25 to $26 for the lowball. This guy is nuts.
