No, it doesn't have any paper designation on the back of the holder, and no it's not the only one. If you do an ebay search you'll find several notes graded 66 without any paper designation. RIght now if you search for $1 small size PMG 66 auction, you'll find 33 notes listed and 12 of them don't have a paper quality designation.

So, if it fell through the cracks, then there are a bunch of others that fell with it.

I sent Jennifer at PMG an email about the subject discussed here (no EPQ designation).
This was her response to me.

Good afternoon Steve,

Yes, any note graded 65 and above would have the EPQ designation. However, there were notes graded by PMG prior to starting the EPQ designation so it is possible that the note you are referring to might have been one of these. We began EPQ in November 2005. Anything graded prior to this date would not have EPQ, however, the note could be sent in to us and we could add it for an additional $10 fee. If the note was graded after November 2005 and did not have the EPQ then that would have been an error and we could add that at no charge.

Since Jennifer said they would re-holder and add the EPQ designation to ANY note graded 66, I guess we can infer that ALL notes graded PMG 66 are also EPQ, regardless of when they were graded.

So, is there a way you can you tell if a note was graded after Nov 2005? did PMG change the holder at that time? or the insert? I couldn't find a history of their holders and inserts on their website. Just that the current holder was started in 2016.

Yes, a note graded 65 or higher by PMG must have PQ paper, whether the designation was omitted or unavailable at the time of holdering. The only question is whether you'll pay $10 or not. None of this applies to notes graded 64 or lower.

Sometimes a note can get a substantial grade hike with the same TPG.....just sayin

Here's the explanation: Every submission is basically a crapshoot. Since centering doesn't really matter in a circulated note's grade, but is critical in an uncirculated note's grade, then re-submitting a well centered 58PQ has a decent shot at an upgrade.

Steve,

with everyone else, that is quite a change

I usually think an AU note has a fold somewhere in it that knocks it down from a NEW grade, but that must not have been the case here (don't see how they could have missed a fold on the regrade). So, what do you think they imagined was wrong with the note on the first go round?

The PCGS numerical grading scale says a light vertical bend can keep an otherwise Choice New or better note from reaching that grade.

Maybe someone saw potential In their AU note, cut it out, examined and skillfully massaged the bend right out of it. Resubmitted the note and were richly rewarded.
