I PMed Koinpro (Ken Potter) a couple days ago to take a look but, I haven't heard anything. I believe he would be the best person to get an opinion from before submitting it. His direct email can be found at the end of his article on the first '82-D SD copper found:

Alas the ugly truth bites me in my behind I couldnt rest untill I got more info on the coin and took it to another collector to have it weighed the end result is not good 2.5 I even bought another make model scale and the same however I do have several more 1982d that weigh the 3.1 just they appear to be large dates as well as a 1983d 3.1 sorry folks I am at a loss for words here

The metallic composition and obverse master hub changes ultimately led to the creation of seven different types of 1982 business-strike Lincoln cents, including:

1982 brass large date
1982 brass small date
1982 zinc large date
1982 zinc small date
1982-D brass large date
1982-D zinc large date
1982-D zinc small date

"The best scale to use for weighing your 1982 cents is one that measures down to at least the tenth of a gram," he says; brass 1982 cents weigh 3.11 grams whereas the zinc cents come in at just 2.5 grams. He says tipping balance scales also make it easy to tell brass cents apart from zinc."

If your Small Date 82-D does weigh 3.11 grams, you may indeed have something.

Did that 1983 D weigh 3.1 on the same scale that you 82 D small date now weighed 2.5? Because an 83 D that weighs 3.1 grams is very valuable too. I think we need some fresh batteries in all the scales and calibrate them with a KNOWN weight standard and then try weighing the coins again on BOTH scales. If they still disagree then we need several more sets of scales to reach a consensus of which scale is wrong.
