Are people really paying $30 to $50 plus for a 000012xx serial number on a Five bill?

Do not overlook the fact the $5 in that pic comes with FREE shipping.

Truth told: There are thousands of circulated odd 4-digit notes like this in captivity. This has zero appeal to a low S/N collector. Spend it.

Personally, of Clarenz's 3 notes, I only consider the $20 to be a low serial number.
