From the photo as noted some the luster was removed by the cleaning. I would need to see the coin in hand to better evaluate the luster quality.
I avoid buying detail coins because they can be hard to resell. It appears that you have first hand experience on trying to resell cleaned coins to a dealer and getting a fair price.

A coin can tone after a cleaning or a dip. The toning on a cleaned coin can hide the cleaning marks. In TPG holders, you can see some coins that have toning that are noted as being cleaned.
