Since I got this coin in my hands I noticed the difference compared with other pennies , rings on both sides are present and top of the coin is wider compared with bottom . Could you guys tell me how this error is known. Thanks in advance .

Unfortunately, it's a Dryer Coin. It's Post Strike Damage (it happened after it left the U.S. Mint). If you click on Dryer Coin, it will show you other examples.

The the coin wider than a normal cent? I think this could possibly be an example of a forced broadstrike similar to this dime: http://goccf.com/t/323699

It's still a Dryer Coin unfortunately. It's still a damaged coin. It's only worth face value.

Am I crazy here or am I seeing peripheral expansion on the obverse? I would think that on a spooned coin or Dryer Coin you would see compression of the coins edge, not expansion?

Yunier-
Place that coin over a regular cent and check the diameter.
Is it smaller, larger or the same?

If the diameter is bigger, it can't be a Dryer Coin.
Younier, take a picture of your coin on top of a regular cent.

If it's not a Dryer Coin, then can it be a Spooned coin?

Spooned.
Someone had a lot of time on their hands.
The OP says the rim is wider at the top, and I believe does not understand what we mean by the diameter of the coin.
"Dipping" is not considered cleaning...
