Interesting/weird dragon on this little Victorian-era medallet advertising the Saumur wines from France's Loire Valley as sold by A&W Gilbey, the noted wine & spirits merchants founded in Soho, London, in 1857. They're now a worldwide brand known primarily (my guess) for their Gilbey's gin.

At 16.1mm, this piece roughly matches the diameter of the British third-farthing and threepence coins, so it's about 3mm smaller than a U.S. dime. Any thoughts as to its intended use, aside from advertising?

Also: Are those flames coming out of the dragon's mouth, or is it munching on a tulip? And what's up with that tail? It appears to be headed out on its own!
