as DBM said, 1949 in MS65 or 66 isn't really exciting, due in part to the number produced and care taken to mint them.
Now, if you had a 1945 or 1946 in MS65, that would be news.
So, it would appear this coin has been certified 3 times? (NGC x 2, PCGS x1).....almost more spent on grading this coin then it's collector value in MS65.

It should grade, MS-66

i would like to know how much are you into this coin for. re. Buying it as a PCGS ms-64. Hopefully you didn't pay book price of 50$, for this coin.. because even if it comes back as a ms-66, and books at 300$, it still sells for around 150$-160$..

Now if you luck out and get an ms-67 then you will do well.

It has the blaze of a 66/67, but if you carefully inspect the surfaces you will see it's probably more like a 65.

Update:
Received a MS 64 from NGC. I like the coins eye appeal but you can't argue if both PCGS and NGC come up with the same grade. I always thought that the strike was not going to bring anything over a 65. The good news is that I did not pay very much for the coin. I am chalking this one up to a good learning experience. For everyone who replied to my OP I want to say thank you.
