No, that is the business strike mintage made for circulation. The figures come from the Coin World Almanac. I haven't searched the annual mint reports but they might be found there. The problem is that unless the mint report breaks down the coinage by month it can be hard to tell actual date mintages because the Mint report covers the fiscal year which runs from July 1 to June 30, so each fiscal year report covers coins made in two different calendar years.
