In my opinion, if it's struck over other coins, there is a couple things to consider.
1. Diameter (must smaller then the original coins, but no more than 1-2 mm.
2. Material (same material)
3. Edge
4. The position/Coin alignment. Observe and Reverse.
5. Weigh
6. Thickness
