So using the same alloy that the 1$ is out . It also doesn't make it any cheaper than it is now to produce . I imagine a total copper coin is not a popular option for cost and strength again . That leaves aluminium and stainless both cheaper than copper / nickel / bronze - ali would be the go for lightness and discernibility - but may be easily damaged by the heavier/harder coins .
