Had a few 49s and found one with split sheriffs on the S and DEI looks good to from the same coin.

The reverse of the 49 is deterioration, a lot of the working dies from 1944 to 1950 for the 1 cent denomination lacked quality control and were put to use far longer than they should have.
Notice how the bud is not doubled, but the left side of the leaf and stem is? if it were a doubled die reverse the bud would also be doubled on the left side. I have found this type of deterioration on a couple of examples of the 1949 doubled die obverse, and on regular strike 1949's, if it were a doubled die I would have included it in the book.

I have some with and without your so called tool marks also. I wonder if the tool used was a lathe. All raised marks are evenly spaced and parallel to the center of the coin.
