This 1950 issue of Mexico commemorates the opening of the Southeast Railway (Ferrocarril del Sureste in Spanish) which connected the Yucatan Peninsula with the rest of Mexico.

The snake is to be found on the obverse in the eagle's beak - it is part of the National Emblem/Arms of Mexico. (It has been shown on a variety of previous Mexican coin additions to this thread.)
