Absolutely, but gender and age are unimportant.

"Still in circulation" is a somewhat vague term, given the propensity for people to sort, separate and collect them out of circulation, only to have them re-enter circulation again years later when the hoard/collection is broken up and banked or spent.

Most of the wheat cents you find in change or rolls today would have been released from a hoard or collection of some kind relatively recently. I suspect the number of wheat cents that have been in continuous circulation since they were issued and never been hoarded, collected or lost and found again is very small indeed.
Don't say "infinitely" when you mean "very"; otherwise, you'll have no word left when you want to talk about something really infinite. - C. S. Lewis

, only I would use one more very in "very small". The number of wheats that have been in circulation for 50 years or more is very very small, almost none. All the wheats we find are being released into circulation by hoarders, collectors, etc.

Hoarding is also a somewhat vague term.

Would say accumulating 2-3 years worth of pocket change be considered hoarding? What if you filled a jar with coins for 20 years simply because you never got around to cashing them in? Is there a distinction to be made between a collector hoarding coins and the average household coin jar?

I think hoarding in the traditional collector sense is when you hold a coin with the intention never to release it back into circulation. Defined as such, my gut feeling is that most LWC finds are not the result of collector hoarding. If the household penny jar is considered hoarding then I agree with you completely.
