It would not surprise me at all to see the Democratic People's Republic of Illinois trying to game ebay with shill bidding, they have been gouging everyone they can lately for money. Small business owners are fleeing the state because of draconian increases in fees, the state university and public school systems have been getting a couple billion dollars worth of IOUs instead of their highly dependent annual funding, and they have even been redirecting federal tax refunds to temporary holding in state coffers to earn interest money for the state treasury.

My father was owed a $5500 federal tax refund but he owed $75 in Illinois state taxes. This same Illinois Treasurer, Alexi Giannoulias(part of a banking family that made sweetheart loan deals to convicted polito-crook Tony Rezko). Illinois intercepted his entire federal tax refund to collect the $75 even though my father had already mailed them a check for $75 along with the state tax return! They held the remaining $5425 for two months(they called it "processing") and my father had to pay a check cancellation fee for the one he mailed lest they try to cash it and hit him for $150. I have talked to several others that had this same issue. Contrast that with Missouri- I was owed a $1500 federal tax refund and I owed Missouri $200. Missouri did not intercept my refund and gladly accepted the check I mailed with my return.
