I always thought that the obverse rules. I would call it a very nice VF-35.

However, take a good look at the reverse, almost hit free and virtually no signs of wear. The wheat grains and heads show almost no wear. If the coin was heavily circulated down the the EF level, it would have more hits on it. It's a very clean coin in terms of hits.

What you're seeing on the obverse is just a slight trace of wear that looks worse than it actually is. The lowest I see this coin is AU-50.

I would assign a VF-25 to VF-30 to the cent.
