This 1984 Quarter, the damage appears to be post mint. I can't think of a way this could be done with the die. Please correct me and tell me it's worth millions.

1977 Quarter No Mint Mark And Discoloration

New to this forum and new to coins. I see there is no mint mark. In this case, is it possible it wore off. Also, the discoloration, is it from circulation, or from an issue with the clad or metal. What is the best way to establish value until I get acclimated in this community.
