It has to do with the Russian Antiquity Laws. Basically, it is illegal to export anything from Russia that is more than 50 years old without specific permission. These laws have been in place for several years. The intent is to prevent loss of cultural heritage.

Sorry, I didn't notice someone was posting in my topic. Any coins or bank notes older than 50 years automatically turn into cultural value and needs permission to leave the country. Otherwise this is smuggling.
