It is either PMD of some sort or a struck through.
Full photos of both sides might help in determining the cause

this looks incuse - a very strange counterstamp.
overall, a damaged coin.

Hammer into the surface on the obverse. How can I tell? Note the reverse side of the coin. That area is pushed outwards. Post strike damage. Interesting, but not a premium for the coin as it is now a damaged coin.
