This coin has AU detail but appears to have been crudely re-engraved on the obverse plus has been harshly cleaned. The weird features around the date might be from die chips or cracks, but given the obvious damage I'd assume PMD is more likely.

I agree with Jaobler, like someone want to start a art project, can't assign a grade since there's damage on obverse and appeared harshly tooled.

It honestly doesn't looked cleaned or reengraved to me. I bought it like this. I think it looks nice. What are giveaways to you guys to why you think this?

There is no doubt that the coin has been horribly altered but what the OP originally asked about is from a clash along with other areas that are very obvious. Everything in yellow is from clashing. So here is the question. I got this with intention of sending it put for grading because of the obvious error and I thought it was very nice looking even if you guys say it is cleaned. If I do, get it attributed, would you recommend the conservation service?

It's not only cleaned, it's badly damaged. Damage on the obverse has bulged out the reverse and distorted the whole center. You'd really be throwing money away having this graded/attributed. die clashes don't really add much value, unless it's a rare die variety it just isn't worth it.
