psuman08 - that is rough... CACG may have graded too harshly on that coin. Usually, the chatter is overlooked when you have frost, PL with regards to PCGS, NGC.. I would resubmit.. That's AT LEAST a 64.. if not 65

I revise my earlier opinion. I believe it is Proof Like, possibly DMPL. The additional photos show what the first were missing.

GSA coins generally get a bit of grace from the TPGs. The obverse is on the MS-61/MS-62 bubble, reverse MS-63, net MS-62. There are MS-61 and MS-62 PL and DMPL 1880-CC's. It's hard to evaluate PL/DMPL designations of the hard pack GSA coins from photographs because of reflectivity of the holder. That's better judged in hand. I don't see anything from the photos that would exclude a PL designation.
