Grade? Leave it in packaging or bust out? Send to TPG? I know my pictures are bad, it is so hard to take a picture of shiny coins especially in plastic:(

The pictures look a little blurry... but is at least MS-64.

Yes, those pictures are better, MS-65, but might go to MS-66.

MS-64

Mark on the Eagle.
Don't get it TPG, you can buy one cheaper for the cost.

it's pretty late die state and is too marked up to be a gem. It's a MS-63 or MS-64, as others have said. I've made several myself and mine have come back MS-64 through MS-66. The 66 I currently have has a very solid strike for the grade and the date and motto are fully struck.

I'm not one to throw 83-p's back into the wild, but my suggestion is to keep looking for one you like. A PCGS MS-66 will put you back $200 or more dollars. Go raw for now.

something else you have to consider, if this is an official mint set- there aren't many of them out there. I'd save the set intact as it will be collectible.

It is an official souvenir set with blue envelope. I saw a couple sell on the Bay for about $50. I was just thinking if it was worth the gamble to get a MS66

It's not a 66. Let it go. Keep the souvenir envelope.

We have pointed it out... MS-66 can't have marks.

MS-66 coins can and do often have marks, scuffs, and scratches. this particular coin is an MS-64.
