It's a silver war time example, so it's worth at least it's silver value.
It does look like a lamination issue.
It's a keeper, but worth more than a few bucks, mostly because of the silver.

Rock on. I wasn't really sure, but I got it as change the other day from the store... the damage caught my eye. I wish you could see the details more clearly... but having to cut it down to share affected the quality. :/
